REGISTERED SEX OFFENDER MOVES TO NEW ADDRESS IN SALESVILLE

The Sheriff's Office is notifying the public that a Level 2 Registered Sex Offender (Moderate Risk to re-offend with community notification justified) has moved and is now living at a different address in Baxter County.

 

NAME:                       PHILLIP R. WILCOXAN             

 

DATE OF BIRTH:   May 16, 1976

 

CURRENT

HOME ADDRESS:  70 White Oak Dr.

                                   Salesville, AR 72653

 

     The offender was convicted of two (2) counts of Rape on December 2, 1994. These offenses involve the offender engaging in sexual activity with a 13 year old female. He was also convicted of Failure to Comply with Registration and Reporting Requirements in February, 2008. Community notification is justified due to the young age of the victim at the time the crimes were committed.

 

     This person is not wanted by law enforcement at this time. This notification is not intended to increase fear; rather it is our belief that an informed public is a safer public. This information cannot be used to threaten, intimidate, or harass Registered Sex Offenders. Citizen abuse will not be tolerated. Such abuse could potentially end law enforcement's ability to do community notification.
