The Sheriff’s Office is notifying the public that a new sex offender has registered with the Sheriff’s Office and is now residing in Baxter County.  He does not currently have a risk assessment level. 

NAME:  MICHAEL ANTHONY BOUTWELL

DATE OF BIRTH:  01/06/1959

ADDRESS:  7630 Highway 5 North
                    Mountain Home, Arkansas 72653 

     The offender was convicted in the State of Wisconsin in 1998 of First Degree Sexual Assault of a Child and sentenced to 15 years in prison.  The victim was a 12 year old female. 

     The offender has not yet been assigned a risk level by SOSRA (Sex Offender Screening and Risk Assessment).

     This person is not wanted by law enforcement at this time.  This notification is not intended to increase fear; rather it is our belief that an informed public is a safer public.  This information cannot be used to threaten, intimidate, or harass Registered Sex Offenders.  Citizen abuse will not be tolerated.  Such abuse could potentially end law enforcement’s ability to do community notification.
