Level 3 Sex Offender Arrested for Non Compliance
January 20, 2011 at approximately 10:30 am, a Level 3 Sex Offender has been arrested by the Baxter County Sheriff's Office. 41 year old Thomas Frazer Rossignol, who lives at 603 High Country Trail, was charged for failing to comply with the Arkansas Sex Offender Registration Act.
Under Arkansas Law, sex offenders are required to verify residency every six months. Rossignol had failed to meet this requirement. Rossignol also failed to comply with a section of the law that requires a sex offender to notify law enforcement if they change their appearance. The last date Rossignol was in the Sheriff's Office, his head was shaved. On this date, Rossignol had a full head of hair.

Failure to Comply with Sex Offender Registration Class C Felony
Thomas Rossignol is currently being held in the Baxter County Detention Center on bond of $15,000 Bond. He is scheduled to appear in Baxter County Circuit Court on January 27, 2011.
