CHARGES FILED AND ARREST MADE IN NORFORK ACCIDENT

     The Sheriff’s Office has today arrested 57 year old CAROL M. BOVIALL of Norfork, Arkansas after charges were filed against her by the Office of the Prosecuting Attorney in connection with a motor vehicle traffic accident that occurred on the morning of November 8, 2018 in Norfork.

     Deputies responded to the intersection of Third Street and Main Street in Norfork after receiving a call at 7:26 AM on November 18th that the driver of a vehicle had backed up and hit some children causing injuries.  Upon arrival, it was found that two teenagers, a 15 year old male and a 13 year old female, had been struck by a Chevrolet SUV driven by CAROL M. BOVIALL.  Both children required emergency medical care. 

     According to a witness, BOVIALL had been involved in some kind of argument at a house there.  She was said to have got into her vehicle and backed out quickly from the driveway on to Main Street, striking the two children who were waiting there at a bus stop.  Evidence indicated the vehicle had traveled backward 52.7 feet before striking the children.  A third child ran up to the window of the vehicle being driven by CAROL BOVIALL, urgently telling her to pull up because she had run over the other children and stopped, pinning the children under the vehicle. 

     CAROL BOVIALL was asked to consent to a blood draw for the purpose of determining whether there were any controlled substances in her system.  She gave her consent, and blood was then drawn by hospital personnel at Baxter Regional Medical Center.  The blood draw was sent to the Arkansas State Crime Laboratory in Little Rock.  When the results were received back several weeks later they indicated that CAROL BOVIALL tested positive for methamphetamine in her system on the date of the incident.

     Sheriff’s Investigators then asked the Prosecuting Attorney to file charges related to this incident.  A bench warrant was issued by the Circuit Court on January 15, 2019 to arrest CAROL BOVIALL on charges of:

Battery in the First Degree (2 counts) – Felonies
Driving While Intoxicated (drugs) – Misdemeanor
Careless and Prohibited Driving – Violation

     CAROL BOVIALL was served with the warrant and taken into custody this afternoon.  She was taken to the Baxter County Detention Center and booked.  She is being held in lieu of $20,000 bond as specified on the warrant.  She will appear in the Circuit Court to answer later this month.  The Norfork Police Department assisted with the arrest.
