Sex Offender Arrested After Failing to Notify Authorities He Moved to Baxter County

Stephen Michael Kotlowski

49 year old Stephen Michael Kotlowski of Lakeview was arrested by the Baxter County Sheriff’s Office and charged with Failure to Comply with the Arkansas Sex Offender Registry Law.  Kotlowski, a Level 2 Sex Offender, had been living at 1608 Central Blvd,  Bull Shoals, Arkansas but moved to Baxter County on March 25th

Kotlowski was convicted in January 1999 for Sexual Abuse in the 1st Degree.  The incident involved Kotlowski fondling the private areas of a ten year old female.  The victim reported the abuse had been ongoing until the victim was age 15.

Arkansas statute 12-12-909b requires that all sex offenders report any change in residence or employment in person to law enforcement agency having jurisdiction no later than ten (10) days prior.  Kotlowski moved to and is now living at 232 Boat Dock Road, in Lakeview, Arkansas.  Failure to comply is a Class C Felony.

Kotlowski was arrested by Deputy Doug Meurer without incident. He was booked into the Baxter County Detention Center.  Kotlowski was released after the standard bond of $15,000 was reduced by District Judge Van Gearhart to $5,000 pending his appearance in Baxter County Circuit Court on May 2nd at 9 am.
