Sex Offender Charged a Second Time For Failure to Register

     Michael Paul Howard was arrested today for a second time in less than 3 months for Failure to meet the sex offender registration requirements. Howard was not living at the address that he had given authorities. Howard told authorities he was living at a residence near Gainsville, Missouri.

     On February 23, 2011 a tip was received on the Sheriff's Office tip line stating that Michael Howard had moved from Ozark County, Missouri and was living in Clarkridge, Arkansas in Baxter County. Investigators made several attempts to verify the information but were unable to make contact with Howard.

     On 3-14-11 Deputies with the Baxter County Sheriff's Office responded to Domestic Violence call in Clarkridge. Michael Howard was arrested at the residence and charged with Domestic Battery upon his girlfriend. Deputies at the scene witnessed Howard's personal belongings at the residence. A follow up by Sheriff's Investigators was initiated. Several interviews were conducted including Howard's girlfriend. Investigators were able to determine that  Howard had been living at the Clarkridge address for the past two months.

     Michael Howard had been arrested and charged in January by the Mountain Home Police Department for failing to register. That City case is scheduled in Baxter County Circuit Court on July 28, 2011.

     With the assistance of the Mountain Home Police, Michael Paul Howard, age 29 was arrested by Sheriff's Investigators without incident and charged with:

Failure to Comply With Sex Offender Registration Act      Class C Felony

     Howard was booked into the Baxter County Detention Center. His bond was set at $15,000 pending his appearance in Baxter County Circuit Court on March 24, 2011.
