SEX OFFENDER FUGITIVE ARRESTED IN HARRISON

     A former Baxter County resident was arrested Saturday evening, June 7th on an outstanding bench warrant from Baxter County for Failure to Register as Sex Offender and for absconding from state probation.

     PHILLIP ROY WILCOXON, 38 years of age, is currently incarcerated in the Baxter County Detention Center following his arrest.  PHILLIP WILCOXON is a Level 2 (moderate risk to re-offend) Sex Offender.  He was previously registered with the Sheriff’s Office as residing on Awesome Lane in rural Baxter County.  WILCOXON had been required to register because of his conviction on December 2, 1994 of two (2) counts of Rape.  These offenses involved WILCOXON engaging in sexual activity with a 13 year old female.   On April 22, 2014, the Sheriff’s Office received information indicating that PHILLIP WILCOXON was no longer residing at his stated address.  Sheriff’s Investigators were able to verify that WILCOXON had not been living on Awesome Lane for over a month.  His current whereabouts were unknown.  Investigators obtained a bench warrant from the Circuit Court on April 29th to apprehend WILCOXON for failure to meet sex offender registration requirements.  The warrant was entered into the National Crime Information Center (NCIC) database. 

     PHILLIP WILCOXON was most recently convicted on July 17, 2012 for Failure to Register.  He was placed on four (4) years probation as a result of that conviction.  WILCOXON failed to abide by the terms of his probation and was considered to be a probation absconder from the Arkansas Department of Community Corrections.  He was also previously convicted for Failure to Register on February 11, 2008.

     The Sheriff’s Office received a citizen tip last week indicating that PHILLIP WILCOXON was living at a location in or near Harrison, Arkansas.  The Sheriff’s Office contacted the Arkansas Department of Corrections (ADC) and requested assistance from their Special Response Team in locating and apprehending WILCOXON.  The ADC Special Response Team went to Harrison on Saturday, June 7th, to try and find WILCOXON.  They followed-up on leads in that area, which caused them to believe that WILCOXON had gone to Mountain Home.  The ADC team followed the leads to Mountain Home, only to learn that WILCOXON had left again to return to Harrison.  A vehicle description and possible location in Harrison was obtained by the ADC team. 

     At approximately 10:00 PM Saturday evening, the ADC Special Response Team found PHILLIP WILCOXON at a residence in the Harrison area and took him into custody.  WILCOXON was taken to the Baxter County Detention Center and booked in at approximately 3:00 AM Sunday morning.

     WILCOXON is being held on $15,000 bond on the Failure to Register warrant and being held without bond for a probation violation.  The State of Missouri has also placed a hold on WILCOXON for a parole violation.
