Level 4 Sex Offender Arrested in Baxter County

December 21, 2012 at approx. 9:30 am, 53 Year Old Donald Lafayette Raney was arrested without incident for failing to comply with the Arkansas sex offender registration law.

During the course of routine sex offender residency compliance checks, Deputy Sheriff Dwight Duch (pronounced Duke) discovered that Raney was not living at his reported address and had moved out of the residence on December 6th but had failed to notify the Sheriff’s Office of his new address.  Arkansas Law requires that all registered sex offenders notify law enforcement at least 10 days prior to moving to a different address.

Donald Lafayette Raney is a risk level 4 Sex Offender.  Arkansas defines a Level 4 Sex Offender as a Sexually Violent Predator. Raney was convicted on April 2, 2002 of Sexual Battery in the State of Indiana. This Offense involved the offender engaging in forcible sexual contact with a 38-year old female using a knife.  Raney  also has past convictions for Terroristic Threatening, Carrying a Knife, Burglary, Criminal Trespass, Sexual Misconduct, 3 Counts Assault on Law Enforcement Officer and DUI.

The Arkansas Sex Offender Screening and Risk Assessment also issued special considerations: This Offender should

Refrain from abusing alcohol/drugs
Should not be in a relationship, occupational setting or residential setting that gives him unsupervised access to minors
Should maintain a stable place of residence and comply with all residence verification requirements of the sex offender registration laws
Should be placed under the broadest and most visible means of notification.  Factors justifying this widespread notification is because the Offender has committed multiple, violent sexual offenses against female acquaintances. The Offender revealed that he likes to hitchhike for fun.

Donald Raney was booked into the Baxter County Detention Center where he is being held on bond totaling $15,000 pending his appearance in Baxter County Circuit Court on December 27, 2012 at 9 am.
